Chile quake death toll hits 708 as rescue ramps up

CONCEPCION, Chile – Heroism and banditry mingled on Chile's shattered streets Sunday as rescuers braved aftershocks digging for survivors and the government sent soldiers to quell looting. The death toll climbed to 708 in one of the biggest earthquakes in centuries.

In the hard-hit city of Concepcion, firefighters pulling survivors from a toppled apartment block were forced to pause because of tear gas fired to stop looters, who were wheeling off everything from microwave ovens to canned milk at a damaged supermarket across the street.

Efforts to determine the full scope of destruction were undermined by an endless string of terrifying aftershocks that continued to turn buildings into rubble. Officials said 500,000 houses were destroyed or badly damaged, and President Michele Bachelet said "a growing number" of people were listed as missing.

"We are facing a catastrophe of such unthinkable magnitude that it will require a giant effort" to recover, Bachelet said after meeting for six hours with ministers and generals in La Moneda Palace, itself chipped and cracked.

She signed a decree giving the military control over security in the province of Concepcion, where looters were pillaging supermarkets, gas stations, pharmacies and banks.

The president, who leaves office on March 11, also said the country would accept some of the offers of aid that have poured in from around the world.

She said the country needs field hospitals and temporary bridges, water purification plants and damage assessment experts — as well as rescuers to help relieve workers who have been laboring frantically since the magnitude-8.8 quake struck before dawn Saturday.

To strip away any need for looting, Bachelet announced that essentials on the shelves of major supermarkets would be given away for free, under the supervision of authorities. Troops and police will also distribute food and water, she said.

Although houses, bridges and highways in Santiago were damaged, a few flights managed to land at the airport and subway service resumed.

More chaotic was the region to the south, where the shaking was the strongest and where the quake generated waves that lashed coastal settlements, leaving behind sticks, scraps of metal and masonry houses ripped in two.

In the village of Lloca, a beachside carnival was caught in the tsunami. A carousel was twisted on its side and a ferris wheel rose above the muddy wreckage.

In Concepcion, the largest city in the disaster zone, a new, 15-story apartment building toppled onto its side. Many of those who lived on the side that wound up facing the sky could clamber out; those on the other were trapped. An estimated 60 people remained trapped in the 70-unit apartment building.

Police officer Jorge Guerra took names of the missing from a stream of tearful relatives and friends. He urged them to be optimistic because about two dozen people had been rescued.

"There are people alive. There are several people who are going to be rescued," he said — though the next people pulled from the wreckage were dead.

Rescuers worked carefully for fear of aftershocks. Ninety jolts of magnitude 5 or greater shuddered across the region in the first 24 hours after the quake, including one nearly as large as the earthquake that devastatedHaiti on Jan. 12.

Firefighters in Concepcion were about to lower a rescuer deep into the rubble when the scent of tear gas fired at looters across the street forced them to interrupt their efforts.

"It's sad, but because of the situation you have to confront the robberies and at the same time continue the search," Guerra said.

The sound of chain saws, power drills and sledgehammers breaking through concrete competed with the whoosh of a water cannon fired at looters and the shouts of crowds that found new ways into a four-story supermarket each time police retreated.

One woman ran off with a shopping cart piled high with slabs of unwrapped meat and cheese. A shirtless man carried a mattress on his head. Some of the looters pitched rocks at police armored vehicles outside the Lider market, which is majority-owned by Wal-Mart Stores Inc.

Across the Bio Bio River in the city of San Pedro, looters cleared out a shopping mall. A video store was set ablaze, two automatic teller machines were broken open, a bank was robbed and a supermarket emptied, its floor littered with mashed plums, scattered dog food and smashed liquor bottles.

"It was a mob. They looted everything," said police Sgt. Rene Gutierrez, 46, who had his men guarding the now-empty mall. "Now we're only here to protect the building — what's left of the building."

He said police had been slow to reach the looted mall because one bridge over the river was collapsed and the other so damaged they had to move cautiously.

Ingenious looters even used long tubes of bamboo and plastic to siphon gasoline from underground tanks at a closed gasoline station. Others rummaged through the station's restaurant.

Thieves attacked a flour mill in Concepcion — some toting away bags on their shoulders, others using bicycles or cars. One man packed a school bus with sacks of flour.

Many defended the scavenging — of food if not television sets — as a necessity because officials had not brought food or water. Even Concepcion's mayor, Jacqueline van Rysselberghe, complained that no food aid was reaching the city. She said the federal government should send troops to help halt the looting.

In Talca, where old adobe buildings in the town center were flattened, many spent the night outside, huddled beneath blankets on lawn chairs, sleeping on a mattress hauled from a damaged home or sheltering in camping tents.

State television showed scenes of devastation in coastal towns and more still on Robinson Crusoe Island, where it said the tsunami drove almost 2 miles (3 kilometers) into the town of San Juan Bautista. Officials said at least five people were killed there and more were missing.

The surge of water raced across the Pacific, setting off alarm sirens and evacuations from Hawaii to Japan, but it did little damage.

children story.

Mr Sticky

No one knew how Mr. Sticky got in the fish tank.
"He's very small," Mum said as she peered at the tiny water snail. "Just a black dot."
"He'll grow," said Abby and pulled her pyjama bottoms up again before she got into bed. They were always falling down.

In the morning Abby jumped out of bed and switched on the light in her fish tank.
Gerry, the fat orange goldfish, was dozing inside the stone archway. Jaws was already awake, swimming along the front of the tank with his white tail floating and twitching. It took Abby a while to find Mr. Sticky because he was clinging to the glass near the bottom, right next to the gravel.
At school that day she wrote about the mysterious Mr. Sticky who was so small you could mistake him for a piece of gravel. Some of the girls in her class said he seemed an ideal pet for her and kept giggling about it.
That night Abby turned on the light to find Mr. Sticky clinging to the very tiniest, waviest tip of the pond weed. It was near the water filter so he was bobbing about in the air bubbles.
"That looks fun," Abby said. She tried to imagine what it must be like to have to hang on to things all day and decided it was probably very tiring. She fed the fish then lay on her bed and watched them chase each other round and round the archway. When they stopped Gerry began nibbling at the pond weed with his big pouty lips. He sucked Mr. Sticky into his mouth then blew him back out again in a stream of water. The snail floated down to the bottom of the tank among the coloured gravel.

"I think he's grown a bit," Abby told her Mum at breakfast the next day.
"Just as well if he's going to be gobbled up like that," her Mum said, trying to put on her coat and eat toast at the same time.
"But I don't want him to get too big or he won't be cute anymore. Small things are cute aren't they?"
"Yes they are. But big things can be cute too. Now hurry up, I'm going to miss my train."

At school that day, Abby drew an elephant. She needed two pieces of expensive paper to do both ends but the teacher didn't mind because she was pleased with the drawing and wanted it on the wall. They sellotaped them together, right across the elephant's middle. In the corner of the picture, Abby wrote her full name, Abigail, and drew tiny snails for the dots on the 'i's The teacher said that was very creative.
At the weekend they cleaned out the tank. "There's a lot of algae on the sides," Mum said. "I'm not sure Mr. Sticky's quite up to the job yet."
They scooped the fish out and put them in a bowl while they emptied some of the water. Mr. Sticky stayed out of the way, clinging to the glass while Mum used the special 'vacuum cleaner' to clean the gravel. Abby trimmed the new pieces of pond weed down to size and scrubbed the archway and the filter tube. Mum poured new water into the tank.
"Where's Mr. Sticky?" Abby asked.
"On the side," Mum said. She was busy concentrating on the water. "Don't worry I was careful."
Abby looked on all sides of the tank. There was no sign of the water snail.
"He's probably in the gravel then," her mum said. "Come on let's get this finished. I've got work to do." She plopped the fish back in the clean water where they swam round and round, looking puzzled.

That evening Abby went up to her bedroom to check the tank. The water had settled and looked lovely and clear but there was no sign of Mr. Sticky. She lay on her bed and did some exercises, stretching out her legs and feet and pointing her toes. Stretching was good for your muscles and made you look tall a model had said on the t.v. and she looked enormous. When Abby had finished, she kneeled down to have another look in the tank but there was still no sign of Mr. Sticky. She went downstairs.

Her mum was in the study surrounded by papers. She had her glasses on and her hair was all over the place where she'd been running her hands through it. She looked impatient when she saw Abby in the doorway and even more impatient when she heard the bad news.
"He'll turn up." was all she said. "Now off to bed Abby. I've got masses of work to catch up on."
Abby felt her face go hot and red. It always happened when she was angry or upset.
"You've hoovered him up haven't you," she said. You were in such a rush you hoovered him up."
"I have not. I was very careful. But he is extremely small."
"What's wrong with being small?"
"Nothing at all. But it makes things hard to find."
"Or notice," Abby said and ran from the room.

The door to the bedroom opened and Mum's face appeared around the crack. Abby tried to ignore her but it was hard when she walked over to the bed and sat next to her. She was holding her glasses in her hand. She waved them at Abby.
"These are my new pair," she said. "Extra powerful, for snail hunting." She smiled at Abby. Abby tried not to smile back.

"And I've got a magnifying glass," Abby suddenly remembered and rushed off to find it.
They sat beside each other on the floor. On their knees they shuffled around the tank, peering into the corners among the big pebbles, at the gravel and the pondweed.
"Ah ha!" Mum suddenly cried.
"What?" Abby moved her magnifying glass to where her mum was pointing.
There, tucked in the curve of the archway, perfectly hidden against the dark stone, sat Mr. Sticky. And right next to him was another water snail, even smaller than him.
"Mrs Sticky!" Abby breathed. "But where did she come from?"
"I'm beginning to suspect the pond weed don't you think?"
They both laughed and climbed into Abby's bed together, cuddling down under the duvet. It was cozy but a bit of a squeeze.
"Budge up," Mum said, giving Abby a push with her bottom.
"I can't, I'm already on the edge."
"My goodness you've grown then. When did that happen? You could have put an elephant in here last time we did this."
Abby put her head on her mum's chest and smiled.

Recreation Support Program for Bhutanese Refugee Children, a World Service Nepal Program

Nepal hosts more than 103,000 Bhutanese refugees in the seven government designated camps in Jhapa and Morang Districts of eastern Nepal. Due to subordination by the elite, poverty and discrimination are common here. Some basic human rights education programs have been provided in the camps; however, significant scope exists for increasing community-based programs on legal rights, gender equality, women’s rights, and other human rights as per United Nations conventions. World Service’s aim is to support the development of these programs to make a positive impact upon the community.

The many youth and young adults in these refugee camps have little to occupy themselves with, so they are drawn toward drugs, teen sexuality and elopement, and other negative behavior. World Service is working to engage in the physical and mental development of the 34,000 refugee youth. The Bhutanese Refugee Children Forum (BRCF) of Art and Culture subcommittee will execute the activities in these camps throughout the year, focusing on music lessons, artistic expression (drama, painting), games, and education (reading, debate competitions to improve articulation, handicraft training).
