A new Human Rights Watch report shows how domestic workers in Kuwait, even those trapped with abusive employers, face criminal charges and deportation if they leave their jobs without their employer's permission.

Tilkumari Pun, a 23-year-old domestic worker from Nepal, worked for 13 months without getting paid. She repeatedly asked the family employing her for the wages she was owed so she could return to Nepal, where her father needed a heart operation. Ultimately, she went to the police. But the officers detained her because her employers had reported that she ran away.

Kuwait recently announced it would abolish its sponsorship system, which binds migrant workers to their employers. But the government didn't indicate whether this step would cover domestic workers.

Chinese dissident wins Nobel Peace Prize

(CNN) -- The 2010 Nobel Peace Prize has been awarded to Liu Xiaobo, a leading Chinese dissident who is serving an 11-year prison term, the Norwegian Nobel Committee announced Friday.

Liu was sentenced in 2009 to 11 years in prison for inciting subversion of state power. He is the co-author of Charter 08, a call for political reform and human rights, and was an adviser to the student protesters at Tiananmen Square in 1989.

Liu's wife, Liu Xia, told CNN she could not wait to visit him in prison in northern China and tell him the news. She said Friday she was packing under the surveillance of police officers who have promised to take her to visit her husband the next day.

"I am totally shocked and feel so happy," she said. "I've never dreamed about this. Friends have asked me to prepare for a speech, but I've only prepared one for Xiaobo not winning the prize."

"It's an affirmation of what he has fought for," she said.

His lawyer, Shang Baojun, said the win may mean Liu will have to spend longer in prison.

"I hope that he'd be released earlier because of the prize, but in reality, that will not happen," Shang told CNN.

The human rights group Amnesty International called on the Chinese government to release all "prisoners of conscience" following the win.

"Liu Xiaobo is a worthy winner of the Nobel Peace Prize. We hope it will keep the spotlight on the struggle for fundamental freedoms and concrete protection of human rights that Liu Xiaobo and many other activists in China are dedicated to," said Catherine Baber, the deputy Asia-Pacific director at Amnesty International.

"This award can only make a real difference if it prompts more international pressure on China to release Liu, along with the numerous other prisoners of conscience languishing in Chinese jails for exercising their right to freedom of expression."

It was unclear whether Liu Xiaobo had learned of his prize from prison, but he was the favorite of many around the world to win.

"From my personal angle, I feel in a dictatory society if you want to be a person with dignity, if you want to be a honest person, fight for human-rights improvement, fight for free speech, being ... [in prison] is part of what you are undertaking, and there is nothing to complain," he told CNN in 2007, while he was between a series of house arrests.

"Since you chose to do this, you must have a preparation for being in prison," he said. "Entering the prison you must face these things peacefully, not complain [about] others. I even don't complain [about those ... who arrested me, because this is their inevitable action. I can also not let them arrest me if I chose other way."

Liu's name and the term "Nobel Prize" were censored on the Twitter micro-blogging site, but users still managed to react to the award.

"I am so excited when I heard this news! Finally good people is recognized by the world!" wrote one Twitter user.

"They censored what I've just posted on micro blog! Can you really stop people in this Internet age!" wrote another.

At least two foreign television networks -- CNN and BBC -- were temporarily blacked out as the Norwegian Nobel Committee announced the winner.

Residents in the country were once again able to see CNN coverage when the announcement ended and the channel returned to regular programming.

His sentencing prompted a groundswell of support for him from former Peace Prize laureates and perennial contenders.

Vaclav Havel, the hero of Czechoslovakia's 1989 Velvet Revolution (who never won the Nobel Prize), retired South African Archbishop Desmond Tutu (who did, in 1984), and the Dalai Lama (1989) were among a group of intellectuals who publicly urged the Nobel Committee to give the prize to Liu shortly after he was sentenced.

American writer Kwame Anthony Appiah, the head of the American PEN center, a literary and human rights organization, nominated Liu in January, he said.

The Wall Street Journal reported in February that Chinese Foreign Ministry spokesman Ma Zhaoxu said it would be "totally wrong" for "such a person" to win the Nobel Peace Prize, and that the comment was later scrubbed from the official transcript of the briefing.

The Irish bookmaker Paddy Power had already paid out on bets for Liu to win the prize, it announced Wednesday, after a surge in betting led it to suspect that information had leaked.

"It is people's affirmation of his 20 years' work," Liu's wife, Liu Xia, told CNN in September in response to his nomination. "It means many people in the world believe that China needs change in its political system and people's freedom of speech," she said in Chinese.

Of his condition in prison, she said, "He is doing OK spiritually and physically. The hospital has been giving him stomach pills. His stomach is not very good. They also said he might have some problem with his liver, hepatitis B maybe. I worried about it. He reads, runs, and writes every day. He runs one hour every day.

"There is nothing else we can do. The judicial procedure is to the end already," she said.

"I know that some friends wish Liu Xiaobo to win this award more urgently than himself," she added. "They believe it is an opportunity for China to change." Source CNN

12 dead in bus crash in Germany

(CNN) -- Twelve people were killed and 19 severely injured Sunday in a bus crash near Berlin, Germany, police told CNN.

The collision occurred on the A10 in Brandenburg when the bus tried to avoid a vehicle coming onto the motorway, police spokesman Jens Quitske said. The bus lost control and collided with the column of a bridge.

Among those severely injured was the driver of the other vehicle. In addition, 20 more suffered minor injuries.

The bus was a Polish holiday bus making its way from Spain back to Poland, Quitske said. He could not confirm whether all those on board were Polish, but said all the fatalities were adults.

"I was shocked to hear of the tragic bus accident near Berlin in which so many Polish nationals lost their lives," German Foreign Minister Guido Westerwelle said. "This accident doesn't just concern our Polish friends, it also affects us. Our deepest sympathies and condolences go out to the family and friends of those who died."

German emergency services were doing everything in their power to save the lives of the injured, he said.

At least 17 dead in Russian republic after suicide car bombing

Moscow, Russia (CNN) -- A car bomb exploded Thursday in the Russian republic of North Ossetia, killing at least 17 people -- including an 18-month-old baby -- and wounding up to 123 others, local health officials said.

The vehicle blew up near a market in the city of Vladikavkaz, the republic's leader, Taimuraz Mamsurov, told the Interfax news agency.

"Information that I possess indicates that the explosion in Vladikavkaz was organized by a suicide bomber, who drove a Volga 3102 car to near the entrance to the market," Mamsurov said.

The injured included 10 people in critical condition and 90 in serious condition, health officials said.

Investigators said the explosive device contained the equivalent of 40 kilograms of TNT.

The bomb was placed inside a vehicle parked at the entrance to the central market in downtown Vladikavkaz, with a suicide bomber sitting inside the car, said the Investigative Committee of the Russian Prosecutor's Office, which qualified the attack as a "terrorist act." The device detonated at 11:20 a.m. (3:20 a.m. ET).

The committee also said the bomb was stuffed with various pieces of metal to increase the human damage. A natural gas canister, stored in the car's trunk, also detonated, the committee said.

The Russian Emergency Situations Ministry is sending special medical planes to Vladikavkaz to airlift heavily injured patients to Moscow's leading trauma clinics.

Friday was declared a day of national mourning in North Ossetia, according to a local government decree. Flags on all regional buildings will fly at half-staff and all entertainment programs on local TV will be cancelled as well as concerts and theater performances.

Russian President Dmitry Medvedev, speaking on national TV, pledged that all organizers of the deadly bombing will be identified and punished -- or killed.

"We will do all we can to catch these monsters and animals ... who have committed a terror attack, a barbaric terror attack, against ordinary people. We will do all we can to find and punish them in accordance with the laws of our country, and we will destroy them if they offer resistance or in other circumstances," Medvedev said.

Meanwhile, the owner of the car used in the bomb attack has been identified and arrested, a local police official told the Interfax news agency. The detainee claims that he sold it to an unknown buyer on Wednesday, the policeman said.

The Russian government announced each family of those killed will receive 1 million rubles in compensation (more than $32,000).

Russian Prime Minister Vladimir Putin also condemned the bombing, saying, "The crimes like the one that was committed in the North Caucasus today are aimed at sowing enmity between our citizens. We have no right to allow this."

North Ossetia and the rest of the Caucasus region have been plagued with violence and political instability.

The market has seen other terrorist attacks in the past.

Nirmala Nepali, a sixth grader at the Panchayan Higher Secondary School, said she had consensual sex with a brahmin boy studying in the ninth grade in the same school with an understanding of inter-caste marriage in the future.She gave birth to a daughter after being admitted at the hospital in the morning. The hospital said both the mother and the daughter are in good health.

The new mother said she was in love with son of Tamlal Pandey -- Ramchandra, 18 -- of Dhurkot Bastu-3 and entered into physical relationship with understanding of getting into wedlock.

Her teacher had first known about her pregnancy and informed her mother. "I knew only after the teachers came to our home and told me," Nirmala´s mother Sumitra said. A test done in Sandhikharka, Arghakhanchi in May had confirmed her pregnancy. "The family of the boy tried to buy us into going for abortion but we refused," Sumitra added.

The boy has been absconding since May but his family had promised to accept Nirmala as daughter-in-law. But Dhurkot Police Post said the whole family has left the village locking their house since Friday.

Happy 25th Birthday to the Buckyball!

Carbon is a remarkable little atom. When it’s arranged in sheets, it’s soft as pencil lead. Arrange it in crystals, and it’s hard as diamonds. On September 4, 1985, three scientists trying to figure out the structure of a carbon molecule known as C60 began playing around with toothpicks and jellybeans. One of them began sticking his jellybean atoms together in the shape of alternating pentagons and hexagons. Interestingly, his structure began to curve into a ball.

To the scientists, the sphere created this arrangement of candy and sticks looked an awful lot like the geodesic dome built by visionary architect R. Buckminster Fuller in 1967 for the world’s fair in Montreal. As it turned out, the jellybean model of C60 was correct, and the molecule discovered was named “buckminsterfullerene” after its inspiration.

This was not some esoteric finding. The advent of the fullerene, which can be round, ellipsoid or tube-shaped, led to the entire nanotech industry. Today fullerenes show up in everything from ultra-light, ultra-strong bicycle frames and tennis rackets to “nanopants” that are soft and breathable yet repeal water and stains. And they make great desk toys, too.

You can still visit Bucky Fuller’s geodesic dome in Montreal, too. Today it houses the Biosphere, a museum about the region’s ecology. There’s an exhibit about Fuller inside.

Thanks to the Tang Museum’s exhibit Molecules That Matter, which introduced my family to Buckyballs. Curator Ray Giguere noted that dog toys made very good models. And thanks to Google, which today has an animated doodle honoring the 25th anniversary of the discovery of the Buckyball.

Kindergartens see more Hispanic, Asian students

The kindergarten class of 2010-11 is less white, less black, more Asian and much more Hispanic than in 2000, reflecting the nation's rapid racial and ethnic transformation.

The profile of the 4 million children starting kindergarten reveals the startling changes the USA has undergone the past decade and offers a glimpse of its future. In this year's class, for example, about one out of four 5-year-olds will be Hispanic. Most of today's kindergartners will graduate from high school in 2024.

More Hispanic children are likely in the next generation because the number of Hispanic girls entering childbearing years is up more than 30% this decade, says Kenneth Johnson, demographer at the University of New Hampshire's Carsey Institute. "It's only the beginning.

A USA TODAY analysis of the most recent government surveys shows:

• About 25% of 5-year-olds are Hispanic, a big jump from 19% in 2000. Hispanics of that age outnumber blacks almost 2 to 1.

• The percentage of white 5-year-olds fell from 59% in 2000 to about 53% today and the share of blacks from 15% to 13%.

"This is not just a big-city phenomenon," Johnson says. "The percentage of minority children is growing faster in the suburbs and in rural areas."

In Lake County, Ind., a Chicago suburb, the under-20 population went from 51.8% white in 2000 to 47.1% in 2008, Johnson's research shows. In rural Nebraska's Colfax and Dakota counties, the share of Hispanic youths is rising while young whites are down from 60% to about 45% in the same period.

• Schools face linguistic challenges. The share of 5-year-olds who speak English at home slipped from 81% in 2000 to about 78%. The share of Spanish speakers grew from 14% to 16%.

"That makes issues of language development and how to teach them even more important than 10 years ago," says W. Steven Barnett, co-director of the National Institute for Early Education Research at Rutgers University. "In some districts, 40% of their kids are Latino, and 4% of their teachers are. It's a huge gap."

Educators are grappling with the challenge, and "we really have a long way to go before we understand what the best methods are," says Lisa Guernsey, director of the Early Education Initiative at the non-profit New America Foundation. Today's kindergartners are tomorrow's high schoolers, and "we need to know what their needs are."

South Africa strike risks babies' lives

Thomas Lehloholo was driving around Johannesburg desperately looking for a doctor to deliver his premature son when he got the call telling him it was too late. He had become a father.

"I could hear the baby screaming in the background I said you cannot be having a baby. She said we just had it. Wow," Lehloholo told CNN.

His girlfriend had given birth at home, aided by her grandmother, after rushing to a public hospital and finding the doors closed and workers absent.

Nurses and hospital staff are among thousands of public sector workers striking over pay in South Africa.

Workers have called for wage rises of more than eight percent -- well above inflation -- and enhanced housing allowances as part of their demands.

"We can't be seen to be saying 'put more into salaries' because that means we then won't be able to tend to the needs of the millions who are unemployed and the poor," government spokesman, Themba Maseko told CNN.

Still, premature babies were left untended in empty neonatal wards.

So concerned was Thomas Lehloholo about the lack of professional medical care for his newborn son that he phoned a talk radio station to plead for help.

A pediatrician heard his call and offered to bring his girlfriend Nokulthula Mahlangu and new baby to a private hospital where the child is being treated in the intensive care unit.

Baby Lehlohol is one of around 90 babies rescued from public hospitals in Johannesburg in the past week by Netcare, the country's biggest private healthcare provider.

The group's director, Dr. Richard Friedland says two-thirds of the babies rescued were just weeks old, some weighed as little as 900 grams -- or just under two pounds -- and many were close to death.

At one hospital, he said dozens of babies had been left to fend for themselves.

"When we went into that ward it only had two security guards and we found 24 crying babies. For all of us who are pretty hardened in terms of trauma and doctors this was the most emotional moment of our lives. Many of us started crying," he said.

"These are babies that had only been fed at nine in the morning. It was now 12 at night, they had soiled nappies, were cold and needed to be resuscitated."

Netcare has cared for more than 400 people who have been affected by the strikes, including patients suffering gunshot wounds who had been turned away from unstaffed public hospitals.

The government still hopes to negotiate an agreement that is acceptable to unions.

"We believe that (we will) be able to sit and explain the economic challenges that we're facing as a nation, and that the unions will understand that yes, improving the salaries of employees is important, but equally building schools, making sure there is safety and security, providing water, electricity, building houses for our citizens is equally important," Maseko said.

On Friday, another powerful union in South Africa threatened to wade into the dispute if the government failed to meet the workers' demands.

The National Union of Mineworkers (NUM) said its members would walk off the job next week if the government does not meet strikers' wage demands.

"We are angry that whilst those who are privileged have children go to school overseas; our children have turned into street kids," the union said in a statement.

"The NUM fully supports the public sector strike and would next week Thursday ensure that every mining operation, every construction site and every energy worker joins the public sector strike in different forms."

Obama 'not commenting on wisdom' of controversial Islamic center

Panama City, Florida (CNN) -- President Barack Obama told CNN Saturday that in defending the right of Muslims to build a community center and mosque near ground zero in a speech Friday night, he was "not commenting on the wisdom" of the project but trying to uphold the broader principle that the government should treat "everyone equal, regardless" of religion.

"In this country, we treat everybody equally and in accordance with the law, regardless of race, regardless of religion," Obama said after giving a speech on the Gulf Coast oil disaster in Panama City, Florida.

While speaking at a White House dinner celebrating the Islamic holy month of Ramadan, Obama threw his support behind a controversial proposal to build an Islamic center and mosque near New York's ground zero, saying Friday that "Muslims have the same right to practice their religion as anyone else in this country."

The president's remarks drew praise from New York Mayor Michael Bloomberg, who announced his support for the Islamic center last week. Bloomberg compared Obama's speech to a letter former President George Washington wrote in support of a Jewish congregation in Newport, Rhode Island. Still, critics of the proposed Islamic center -- including Rep. Peter King (R-New York) -- quickly denounced Obama's remarks.

"President Obama is wrong," King said in a statement. "It is insensitive and uncaring for the Muslim community to build a mosque in the shadow of Ground Zero. Unfortunately, the President caved into political correctness."

On Saturday, Obama said he "was not commenting and I will not comment on the wisdom of making the decision to put a mosque there."

"I was commenting very specifically on the right people have that dates back to our founding," the president added. "That's what our country is about."

Obama, who on Friday said he was speaking both as a citizen and as president, invoked the attacks of Sept. 11, 2001, which critics of the Islamic center cite as the main reason for blocking its construction.

"We must all recognize and respect the sensitivities surrounding the development of lower Manhattan," Obama said. "The 9/11 attacks were a deeply traumatic event for our country."

"The pain and suffering experienced by those who lost loved ones is unimaginable," he continued. "So I understand the emotions that this issue engenders. Ground zero is, indeed, hallowed ground."

The proposed Islamic center has provoked vocal opposition from some families of 9/11 victims and other groups. Nearly 70 percent of Americans oppose the plan, according to a CNN/Opinion Research Corporation Poll released Wednesday.

"In a breathtakingly inappropriate setting, the president has chosen to declare our memories of 9/11 obsolete and the sanctity of Ground Zero finished," Debra Burlingame, co-founder of 9/11 Families for a Safe & Strong America, said in a statement Saturday.

"This controversy is not about religious freedom. 9/11 was more than a 'deeply traumatic event,' it was an act of war ... Those who continue to target and kill American civilians and U.S. troops will see it as a symbol of their historic progress at the site of their most bloody victory," she added.

The Islamic center's leaders say they plan to build the $100 million, 13-story facility called Cordoba House three blocks from the site of the 9/11 attacks. The developer, Sharif El-Gamal, describes the project as an "Islamic community center" that would include a 500-seat performing arts center, a lecture hall, a swimming pool, a gym, a culinary school, a restaurant and a prayer space for Muslims.

Other families of 9/11 victims said they support the proposed Islamic center, and the president's position.

"America, the concept and the people and the land thrive when we chose to trust in our principles rather than cave to our basest fears," Donna Marsh O'Connor, spokeswoman for September 11th Families for Peaceful Tomorrows, said in a statement.

"What better place for healing, reconciliation and understanding than Ground Zero?" she added.

On Wednesday, the project's developers declined an offer by New York Gov. David Paterson to relocate the project to a state-owned site.

Earlier this month, the New York City Landmarks Preservation Commission unanimously denied landmark status for the building where the proposed Islamic center would stand, allowing the project to move forward. source : CNN

पालगन्ज- , श्रावण २५ - तीन किलोमिटर नजिकको अस्पताल नल्याई झारफुकको पछि लाग्दा मंगलवार एकै घरका तीन बालबालिकाको मृत्यू भएको छ । बिषालु सर्पले डसेका उनीहरुलाई गाउँकै धामीझाक्रीकहाँ लगिएको थियो ।

नगरसंग जोडिएको इन्द्रपुर-६ स्थित बन्जारेगाउँका दुखिराम खटिकका १२ बषर्ीय छोरा राकेश, नौ बषर्ीया उमा र ७ बषर्ीया छोरी मनिषाको मृत्यू भएको हो । राकेशलाई बिहान ३ बजे सर्पले दाया खुट्टाको बुढी अाैलामा डसेको थियो । छोरालाई झाक्रीकहाँ लैजाँदा घरमै सुतिरहेका दुई छोरीलाई पनि सर्पले डसेको दुखीरामले बताए ।

'छोरालाई झारफुक गराउन गएको छोरीहरुलाई पनि टोकेछ'-उनले भने । दुखीरामका परिवारका पाँचै जना भूईमा ओछ्यान लगाएर लस्करै सुतेका थिए । सर्पले डसेको साढे दुई घण्टापछि बेहोस अवस्थामा उनीहरुलाई अस्पताल पुर्‍याइएको थियो । आधा बाटोसम्म हिडेरै आएका छोराछोरी अस्पताल पुग्दा बेहोस भएको खटिकले बताए । खटिक उपचारमा संलग्न स्वास्थ्यकर्मी होमनाथ सुबेदीले भने,- 'केही छिटो ल्याउन सकेको भए बचाउन सकिन्थ्यो ।' घाइतेको बिहान पौने ७ बजे मृत्यू भएको अस्पतालले जनाएको छ । विपन्न खटिक परिवार शोकमा डुबेको छ ।

सर्पले सडेका अधिकांश घाइतेको अस्पताल ढिलो आउनाले मृत्यू हुने गरेको स्वास्थ्यकर्मी सुबेदीले बताए । झारफुकमा अल्भिmदा बन्जारे गाउँ दुई बालबालिकाको साउन ६ गते ज्यान गएको थियो । एकै परिवारका ५ बषर्ीया सुशीला बर्मा र सेढ बर्षका करन बर्मालाई सर्पले डसेपछि ढिलो अस्पताल लैजाँदा मृत्यू भएको हो । उनीहरुका हजुरबुवा पुजारी बर्माले भने,-'गर्मीले भूईमा सुत्दा सर्पले टोक्छ ।' गाउँमा अधिकांश विपन्न समुदायको बसोबास छ । घरले छाएका झुपडीभित्र सर्प छिरेर दुःख दिने गरेको बर्माले बताए ।

बाँकेमा सर्पको डसाईबाट पछिल्लो ३ महिनामा ८ बालबालिकासहित ११ जनाको मृत्यू भएको छ । सर्पले डसेर भेरी अन्चल अस्पतालमा मात्र ५३ जना बिरामी आएको स्वास्थ्यकर्मी सुबेदीले बताए । 'सर्पले डसेका बिरामीलाई जतिसक्दो चाँडो अस्पताल ल्याउनुपर्नेमा गाउँघरमा धामीझाक्रीको पछि लाग्दा धेरैको ज्यान जाने गरेको छ'-उनले भने । असारमा सबैभन्दा बढी ३३ जनालाई सर्पले डसेको थियो ।

Washington (CNN) -- With child sex crimes in the United States sharply increasing, federal officials Monday issued a "national strategy" to combat child exploitation in homes, on streets and over the internet.

Top federal law enforcement officials led by Attorney General Eric Holder vowed to take new steps to stem rampant child pornography, online enticements, child prostitution and child sex tourism.

In a detailed report submitted to Congress on Monday, the Justice Department says that since 2006, when the government launched Project Safe Childhood, federal prosecutions have increased by 40 percent, and more than 8,600 defendants have been indicted. More than 2,400 alleged sex offenders were indicted in 2009 alone.

"Tragically, the only place we've seen a decrease is in the age of the victims," Holder said.

Officials said the average age of girls targeted for child pornography is 12 to 14, while the average age of boys targeted is 11 to 13.

The attorney general spoke to a crowd gathered at the National Center for Missing and Exploited Children in Alexandria, Virginia. He was joined by officials from the FBI, Immigration and Customs Enforcement, and the Postal Inspection Service.

Authorities say the national strategy will create a national database to allow agencies to better coordinate their cases, engage in undercover operations, share intelligence and conduct analysis on dangerous offenders and future threats.

A teenage girl identified only as "Melissa" then spoke of her years as a victim of sexual abuse at the hands of her father, from her pre-school days through her elementary school years. Her father has since been imprisoned.

She talked of her suicidal thoughts and self-blame, but said she has been able to overcome much of the trauma. She was praised and applauded by the gathered government officials for her willingness to speak out to help highlight the great personal costs and psychological problems encountered by victims of child abuse

इराकबाट नेपाली फर्किंदै

दोहा (कतार), श्रावण ९ - इराक युद्धपछि अमेरिकी विशेष सुरक्षाअन्तर्गत इराकमा विभिन्न ठाउँमा कार्यरत नेपालीहरू अब घर फर्किने भएका छन् । इराकस्थित अमेरिकी आर्मीको सेन्ट्रल कमान्डले घर फर्किन उनीहरूलाई आपूर्ति गर्ने कम्पनीहरूलाई पत्राचार गरिसकेको छ ।

नेपाल सरकारले इराकमा काम गर्न प्रतिबन्ध लगाएको उसले नेपालीलाई फर्काउन लागेको हो । नेपालजस्तै फिलिपिन्सले पनि इराकमा काम गर्न प्रतिबन्ध लगाएकाले उनीहरू पनि फर्किने भएका छन् । इराकमा काम गर्न अनुमति दिएका देशका नागरिकलाई मात्र उसले लिने नीति लिएको छ ।

इराकको उत्तरी टिक्रिटमा कार्यरत भोजपुरका शुभ राईले कान्तिपुरसँग टेलिफोनमा कुरा गर्दै अमेरिकी आर्मीको इराक सेन्ट्रल कमान्डले २० दिने म्याद दिएकाले इराकमा कार्यरत सबै नेपाली फर्किनुपर्ने भएको बताए । साउन ४ मा जारी पत्रअनुसार नेपालीहरू साउन २३ गतेसम्म इराक छोड्नुपर्ने छ । राईले विभिन्न क्षेत्रमा गरी करिब ३० हजार नेपाली इराकमा कार्यरत भएको बताए ।

बेलडाँगी १ शरणार्थी शिविरको वाल संरक्षणबाट हराएका १२ बर्षीय शरणार्थी वालक विशाल दर्जी फेला परेका छन् । असार २५ गतेदेखि हराएका दर्जी इलामको चुलाचुलीको एक स्थानीय वासिन्दाको घरमा काम गर्नेगरि बसेको अवस्थामा गत शनिबार भेटिएका हुन् । बेलडाँगी शरणार्थी शिविरको सेक्टर सी ३ छाप्रो नं. २८१ का विशाल दर्जी आमाले शिविरबाहिरका व्यक्तिसँग विहे गरेर गएपछि बाबुले हेरबिचार नगर्दा अलपत्र परेका थिए । उनका २ दुइ दाजुभाइ र २ दिदीबहिनीलाई २ महिनाअघि बाल संरक्षण केन्द्रमा राखिएको थियो । भूटानी शरणार्थी शिविर बेलडाँगीमा स्थानीय सशस्त्र प्रहरीले क्याम्प प्रतिनिधिमाथि दुर्व्यवहार गरेको भन्दै बुधबार प्रतिनिधिहरुले सम्पूर्ण काम कार्वाही बन्द गरेका छन् ।

खोलाले बगाउँदा महिलाको मृत्यु

अजित तिवारी, विराटनगर, साउन ६ - मोरङको लेटाङ हुँदै बगेको चिसाङ खोलाले बगाउँदा एक महिलाको मृत्यु भएको छ। बाढीले बिस्थापित हुनेहरुको संख्या मोरङमा पाँच हजारको हराहारीमा पुगेको प्रहरीको अनुमान छ। मंगलवारदेखि परेको लगातार वर्षाले सिंघिया खोलामा आएको बाढीले विराटनगरको १, २ र ११ वडाको ५ सय भन्दा बढी घर डुवानमा पर्दा झण्डै दुईहजार बासिन्दा बिस्थापित भएका छन्। ‘बाढीले मोरङभरिमा बिस्थापित हुनेहरुको संख्याको यकिन तथ्यांक नआइसकेपनि ५ हजारको हराहारीमा पुगेको छ'-मोरङ प्रहरीका डिएसपी रेवती ढकालले नागरिकन्यूजसंग भने।

प्रहरीका अनुसार श्रीमान् आसबहादुर मगरसंग चिसाङ खोला तर्नेक्रममा ३१ वर्षिया मिनाको डुबेर मृत्यु भएको छ। वाढीले बगाएर वेपत्ता भएकी मिनालाई प्रहरी र स्थानियवासीले खोजी गर्ने क्रममा मृत फेला पारेको मोरङ प्रहरीले जनाएको छ। बाढीग्रस्त क्षेत्रमा सशस्त्र र जनपद प्रहरीको तैनाथी बढाइएको छ।

पहाड र चुरे क्षेत्रलाई नछोएको सिंघिया खोलामा विराटनगर, टंकिसिनुवारी र सहायक नहरहरुको पानी पसेपछि बाढी आउँछ। विराटनगर क्षेत्रमा पछिल्लो समयमा एकसय ७० मिलिलिटर भन्दा बढी पानी परेको छ। जुन यो मनसुनको सबैभन्दा बढी वर्षा हो।

दैबी प्रकोप उद्धार समितिका अध्यक्षसमेत रहेको मोरङका प्रमुख जिल्ला अधिकारी सुरेश अधिकारीले बाढीबाट बिस्थापितहरुको बसोवास र राहतको व्यवस्था गरिएको बताए। बाढीग्रस्तक्षेत्रमा रेडक्रस सोसाइटीका स्वयंसेवक प्रहरीसंगै खटिएको छ।

Scientists solve chicken and egg riddle*

London, England (CNN) -- Researchers in Britain have been credited with cracking the age-old conundrum about the chicken and the egg. But are they right?

After the publication of the rather dry-sounding scientific paper, "Structural Control of Crystal Nuclei by an Eggshell Protein," press headlines proclaimed the answer was... the chicken.

However, one of the paper's lead authors, Colin Freeman, from the University of Sheffield in northern England, told CNN that the result was not as conclusive as it seemed.

"I would argue that the concept of an eggshell came about way before the chicken, it's dinosaur or even pre-dinosaur thing. That's something to talk to an evolutionary biologist about probably," he said.

So how did a paper about "crystal nuclei" become proof that the chicken pre-dated the egg?

Freeman and his team, which included colleagues from the University of Warwick, were researching a protein found in eggshells called ovocledidin-17. It is also found in chickens' ovaries, but until the team's research its purpose was not clear.

Using Britain's national supercomputer, a machine dubbed HECToR based in Edinburgh, Scotland, they were able to simulate the process of biomineralization, or the production of minerals or solid materials inside organisms.

It was a world first and revealed that one potential purpose of the protein ovocledidin-17 is to speed up the production of eggshell within the chicken so that in 24 hours an egg is ready to be laid.

"What we have really identified is that the protein seems to accelerate the crystallization process so it can make that eggshell appear far quicker. In simple terms it accelerates calcite formation," Freeman said.

They also found that the egg can't be produced without the protein ovocledidin-17 in the chickens' ovaries, so that means that the chicken must have come first. Right?

"Obviously, it's not really what we were trying to get out of our simulations, but it's an interesting question isn't it?" Freeman said.

Rather than putting an end to bickering over the true order of the egg, the researchers were trying to understand more about how shell is formed so that they can apply their findings in other disciplines, including medicine.

"The quote my colleague John Harding always says is, 'could we ever be as clever as algae?'" Freeman said.

"They produce these wonderful shells that protect them in the North Sea. That crystal structure is far in advance of anything that we as humans can create in the lab," Freeman said, adding, "We can't make a human skeleton in the lab..."

Perhaps one day they will be able to. And perhaps one day someone will conclusively put an end to the argument -- was it the chicken or the egg?

१७ जना मारिएपछि आवाजहीन छन् मेघालयका नेपाली

पुरनप्रसाद विष्ट- भारतको पूर्वोत्तर मेघालयका आदिवासी (खसिया, गारो, जयन्तीय) ले नेपाली भाषीविरुद्ध चलाएको दंगामा दुई दर्जन बेसीको ज्यान गइसकेको छ। निर्मम साम्प्रदायिक दंगामा मारिएकामध्ये १७ जना नेपाली भाषी छन्। अब डर अरू दंगा भड्केला भन्ने हो। केही दिनसम्म होइन, केही वर्षसम्मै।

दंगा मेघालयका लिङपीबाट सुरु भई जयन्तीया हिल, गारो हिल र राजधानी सिलोङसम्म फैलिएको छ। ती ठाउँमा नेपाली मूलका मानिस निसाना बनिरहेका छन्। सरोकारवाला निकायले बेलैमा पहल नगरे एकपक्षीय आक्रमण छिट्टै मत्थर हुने देखिँदैन।

सन् १९८७ मा यस्तै भएको थियो। त्यस बेलाका दंगापीडित उक्त घाउबाट अझै मुक्त भइसकेका छैनन्। त्यतिखेर पनि सयौं नेपालीभाषी बेपत्ता पारिए। उनीहरूले दंगामा ज्यान गुमाएका हुन् भन्ने राज्य सरकारले कहिल्यै स्वीकार गरेन।

बेपत्ता पारिएका अधिकांश मानिस गाईवस्तुका चरन खोज्दै एकबाट अर्को ठाउँ बसाइँ सर्थे। तिनले आफ्ना परिचय वा भारतीय राष्ट्रियता प्रमाणित गर्ने कुनै कागजपत्र पाएनन्, किनभने उनीहरू निरक्षर थिए। जहिल्यै एक ठाउँबाट अर्को ठाउँ डुलिरहन्थे। स्थानीय गाउँबुढा (मुखिया) का दयामा बाँचिरहेका थिए।

१९८७ को दंगाभन्दा फरक, यसपालि यो घटनाले सञ्चारमाध्यमको ध्यान खिँचेको छ। यसो हुनुको कारण उत्तरपूर्वी दुई राज्य आसाम र मेघालयबीचको 'सीमा' विवाद हो। विगतमा अहिलेजस्तै निर्मम घटना धेरै भए, जुन कहिल्यै प्रकाशित/प्रसारित भएनन्। अबोध बालबालिका, निर्दोष महिला र असहाय वृद्धवृद्धाले ज्यान गुमाएका ती घटनाबारे स्वतन्त्र छानबीन कहिल्यै भएन, गर्न दिइएन।

लिङपी त्यस्ता दर्जन विवादित सीमा क्षेत्रमध्ये पर्छ, जसलाई आसाम र मेघालय दुवैले 'दाबी-प्रतिदाबी' गर्दै आएका छन्। मेघालयले यो क्षेत्र आफ्नो पश्चिम खासी हिलअन्तर्गत पर्ने दाबी गर्दै आएको छ। आसामले पनि आफ्नो कामरुप जिल्लाको क्षेत्राधिकारमा पर्ने अडान छाडेको छैन।

लिङपीमा पुस्तौंदेखि नेपाली भाषीको बाहुल्य छ। गत जुलाईमा अर्द्धसैनिक खासी संगठन 'सिञ्जुक कि राङबाह सनोङ अफ लिङपी एरिया'ले लिङपी र आसपास गाउँमा बसोबास गर्दै आएका नेपाली भाषीलाई 'लिङपी छोड' सूचना जारी गरेको थियो। २००९ जुलाइ २१ को सिलोङ टाइम्स अखबारमा प्रकाशित उक्त सूचनामा 'नेपाली भाषीलाई लिङपी सदाका निम्ति छाड्न १५ दिनको पर्याप्त समय दिइएको' उल्लेख छ। सूचनामा संगठनका अध्यक्ष टि नोङलाङले १५ दिनभित्र नछोडे 'बल प्रयोग गर्न नहिच्किचाउने' चेतावनी दिएका थिए।

खासीको धम्कीपछि नेपाली भाषीमाथि कुनै अप्रिय घटना हुन नदिन आसाम राज्य सरकारलाई त्यस क्षेत्रमा प्रहरी परिचालन गर्न उक्सायो। यसबाट स्थानीय आदिवासी लडाकु समूहका निसाना नेपाली रहेको प्रष्टै हुन्छ।

आसाम र मेघालय दुवै राज्य सरकार सम्भावित जातीय द्वन्द्वप्रति जानकार थिए। मेघालय सरकारले विगतमा पनि आफ्नो अर्धसैन्य दस्ता नेपाली भाषी लखेट्न प्रयोग गरेको थियो। राज्यबाट नेपालीलाई बलपूर्वक धपाइएका पर्याप्त उदाहरण छन्।

मेघालयमा १८२४ देखि नै नेपाली बस्न थालेका हुन्। जतिबेला 'ब्रिटिस इन्डिया'को गोर्खा सैनिक उत्तरपूर्वी क्षेत्रमा आफ्नो किल्ला स्थापना गर्न गएको थियो। सुरुमा ब्रिटिस इन्डियाले चेरापुञ्जीमा गोर्खा क्याम्प राख्न चाहेको हो। त्यहाँ अधिक वर्षा हुने भएकाले सिलोङमा क्यम्प राख्ने निधो गरियो, जुन पछि उत्तरपूर्वी भारतको राजधानी बन्यो।

मेघालयमा १८७८ मा गोर्खा पाठशाला खुल्यो। जुन आदिवासीहरूका सामुन्ने नेपाली भाषीको गौरव र सानको स्तम्भ बनेको छ। १९६० सम्म सिलोङमा नेपाली भाषीको बाहुल्य रहेको त्यतिबेलाको जनमत संग्रहले पुष्टि गर्छ। तर, भारतको जग्गा हदबन्दी ऐनले आदिवासीबाहेक अरूलाई जग्गा किनबेच गर्न बन्देज लगाएपछि नेपाली भाषीहरू राज्यविहीन बन्न पुगे। उत्तरपूर्वी भारतमा यो ऐन आदिवासी समुदायको रक्षा गरी बाँकीलाई विस्थापित गर्ने किसिमको थियो।

जसरी गुजरातमा मुख्यमन्त्री नरेन्द्र मोदीको 'डिजाइन'मा मुस्लिमविरुद्ध दंगा भड्कियो, त्यसैगरी उत्तरपूर्वी भारत, विशेषगरी मेघालय दसकौंदेखि 'मोदीकरण'बाट गुज्रँदै आएको छ। मोदीकरण जहिल्यै मेघालय राज्य नीति बन्दै आएको छ। राजनीतिक खेलाडीले अल्पसंख्यक नेपाली भाषीविरुद्ध दसकौंदेखि खासी विद्यार्थी संघलाई हतियार बनाउँदै आएका छन्।

१९८७ मा खासी विद्यार्थी संघका अध्यक्ष बुल लिन्डोले नेपाली भाषीविरुद्ध आतंककारी अभियानको मोर्चा सम्हालेका थिए। उनैलाई दुई वर्षपछि राज्य सरकारमा कृषिमन्त्री बनाएर पुरस्कृत गरियो। त्यसै वर्ष सबभन्दा पहिला जयन्तीयाको जवाई क्षेत्रस्थित कोइला खानीमा साम्प्रदायिक दंगा भड्कियो। राज्यसमर्थक राजनीतिज्ञ र विद्यार्थी नेताले नेपाली बस्तीमा आक्रमण गरे। सिलोङमा गोर्खा हाइस्कुल जलाइयो। अन्य नेपाली बस्तीमा पनि आक्रमण भयो। एक साताभित्रै ३५ हजारभन्दा बढी नेपाली भाषी लखेटिए। नेपाली भाषी हुनुकै 'अपराधस्वरुप' राज्य सरकारले दर्जनौं सरकारी कर्मचारीको जागिर खोस्यो।

मेघालयमा केही दसकदेखि राजनीतिक लाभका लागि 'विदेशी मूलको' ट्याग लगाउनु राज्य-संरक्षित साम्प्रदायिक हिंसाको प्रमुख हतियार बन्दै आएको छ। विगतमा निर्दोष नेपाली भाषीको नरसंहार छानबीन गर्न न राज्य सरकारले कुनै कष्ट उठायो, न दिल्लीले चासो देखायो। उल्टै केही राज्यले सदियौंदेखि बस्दै आएका नेपाली भाषीको अधिकार कटौती गर्ने कानुन बनाए। जग्गा हदबन्दी ऐन, सूचीकृत आदिवासी आरक्षण ऐन, आन्तरिक आवागमन परिचयपत्र लगायत कानुनले उत्तरपूर्वी भारतका नेपाली बस्तीलाई विस्थापित गर्न थाल्यो। ६० को दसकदेखि यो क्रम जारी छ।

यी कानुनले नेपालीविरोधी भावनालाई मलजल गरेको छ। नेपाली भाषी कडा परिश्रम, कृषि, पशुपालन र अन्य व्यावसायिक क्षेत्रमा निपूर्ण कहलिएका छन्। अर्धलडाकु ती आदिवासीलाई आधुनिक बसाइ, रहनसहन र खानपिनको सभ्या सिकाएकै नेपालीले हो। अब मेघालयमा उनीहरूकै भविष्य झनै अनिश्चित बनेको छ।

पुस्तौंदेखि पसिना सिँचित गरेर उर्वर बनाएको भूमिमा नेपालीको बाँच्ने अधिकारका लागि आवाज उठाइदिने कोही छैन। न राज्य वा दिल्लीलाई यसको हेक्का छ। दुई सताब्दीदेखि थातथलो बनाउँदै आएका असहाय नेपालीको जीवन रक्षाका लागि अब नेपालले दिल्लीलाई सचेत गराउनुको विकल्प छैन।

आखिर, उनीहरू नेपाली 'डायस्पोरा' नै हुन्।
